(CNN) -- U.S. Secretary of State Condoleezza Rice promised Tuesday to push for the resumption of the Israeli-Palestinian peace process that was sidetracked by a new wave of violence.
Rice was in Cairo, Egypt, as part of a whirlwind tour of the Middle East ahead of NATO ministerial meetings later this week in Brussels, Belgium. In addition to Egypt, the secretary of state will huddle with top Israeli and Palestinian officials.
Her arrival comes a day after Israel completed a five-day operation in Gaza to hunt down Palestinian militants who have been firing dozens of rockets into Israel.
Rice took Israel and Hamas-backed militants to task for the violence.
"There needs to be a stop to the rockets," Rice said at a news conference with Egyptian Foreign Minister Aboul Gheit. "There needs to be an awareness of what is happening to innocent civilians and an effort to prevent innocent people from being harmed."
The operations, which prompted an emergency U.N. Security Council session Saturday night, resulted in the deaths of at least 110 Palestinians, according to Palestinian medical sources. The Israel Defense Forces said two Israeli soldiers were killed.
The Egyptian foreign minister accused Israel of escalating the level of violence in its response to the rocket attacks.
"The Israelis are exaggerating the military [re]action to whatever is happening on the Palestinian side in Gaza," according to Gheit, who said Hamas must "mend its ways" and join the peace process.
The military operation did not halt missile fire from Gaza, which is run by Hamas -- a Palestinian faction committed to the destruction of Israel. The rival Fatah controls the West Bank and is engaged in the peace process with Israel.
President Mahmoud Abbas, a Fatah member, suspended peace talks with Israel in protest of Israel's operation in Gaza.
Delaying peace talks only benefits "those who don't want to see a two-state solution," Rice told reporters on her way to Cairo.
"I do think that negotiations ought to resume as soon as possible," she said.
Rice said she spent the weekend on the phone, paving the way for Tuesday's talks with Egyptian, Palestinian and Israeli officials.
Done with her meetings in Egypt, Rice was scheduled to huddle with Palestinian Authority Prime Minister Salam Fayyad and Abbas in the West Bank town of Ramallah on Tuesday afternoon.
By afternoon, Rice will be in the West Bank, huddling with Palestinian Authority Prime Minister Salam Fayyad and Abbas. She will put a wrap on her day in Jerusalem, having dinner and diplomatic discussions with Israeli Foreign Minister Tzipi Livni.
The Bush administration is trying to revive the latest effort to bring peace to the Middle East, known as the Annapolis process.
During November talks in Annapolis, Maryland, Israeli and Palestinian leaders agreed on a framework for future peace talks and said they were optimistic they could seal a long-elusive peace agreement by 2009.
"The Annapolis process is hardly under way," Rice said. "We are three months into trying to resolve a conflict that has been going on for 50 years. It's going to have its ups and downs.
"There are going to be good days and bad days, and even good weeks and bad weeks. But I'm going to talk to the parties about staying focused on what needs to be done here," she said.
On Wednesday, Rice is scheduled to meet with Israeli Defense Minister Ehud Barak before having lunch Prime Minister Ehud Olmert. By afternoon, she will fly to Brussels, where the NATO meetings will run through Thursday
