(CNN) -- U.S. Secretary of State Condoleezza Rice promised Tuesday to push for the resumption of the Israeli-Palestinian peace process that was sidetracked by a new wave of violence.

Rice was in Cairo, Egypt, as part of a whirlwind tour of the Middle East ahead of NATO ministerial meetings later this week in Brussels, Belgium. In addition to Egypt, the secretary of state will huddle with top Israeli and Palestinian officials.

Her arrival comes a day after Israel completed a five-day operation in Gaza to hunt down Palestinian militants who have been firing dozens of rockets into Israel.

Rice took Israel and Hamas-backed militants to task for the violence.

"There needs to be a stop to the rockets," Rice said at a news conference with Egyptian Foreign Minister Aboul Gheit. "There needs to be an awareness of what is happening to innocent civilians and an effort to prevent innocent people from being harmed."

"The Israelis are exaggerating the military [re]action to whatever is happening on the Palestinian side in Gaza," according to Gheit, who said Hamas must "mend its ways" and join the peace process.
